Resource impact statement
The guideline aims to ensure people should have access to rehabilitation services in their local area and limit the use of out-of-area placements. It includes recommendations on organising rehabilitation services, assessment and care planning, delivering programmes and interventions, and meeting people’s physical healthcare needs.
Currently services are guided by the NHS England:
- Five Year Forward View for Mental Health and NHS Mental Health Implementation Plan 2019/20 – 2023/24
- Rehabilitation Commissioning Guidance - April 2016
- Improving Adult Rehabilitation Services in England report - December 2017 report
Implementation of existing national policies has varied locally across the country.
The guideline recommends those commissioning services should limit the use of out-of-area placements for rehabilitation wherever possible, except for people with particularly complex needs. The guideline may help to implement gaps in current rehabilitation services and new care models.
Resource impact
Implementing the guideline may require the reconfiguration of services and a shift of investment between areas or sectors. This is expected to lead to savings in the longer term as a result of reduced length of stay. Any potential resource impact at a local level will depend on the current service configuration and progress towards existing national policies. Additional costs may be offset by savings and efficiencies resulting from improved care for patients.
Services are commissioned by Clinical Commissioning Groups, NHS England and Local Authorities. Providers are NHS trusts, independent organisations, community and primary care organisations.
